Bug#173684: tetex-bin won't install

It seems that latex and co are installed but yet don't work:

rudy@webworm:~/soot1/project/toos/doc$ latex verslag.tex
This is TeX, Version 3.14159 (Web2C 7.3.9)
kpathsea: Running mktexfmt  latex.fmt
fmtutil: config file `fmtutil.cnf' not found.
I can't find the format file `latex.fmt'!

and:

webworm:/# texconfig init
/usr/sbin/texconfig: No $TEXMFMAIN in texmf.cnf file.
/usr/sbin/texconfig: set TEXMFCNF variable to the directory where 
teTeX's texmf.cnf file is in.
webworm:/#
