Bug#171414: tetex-base: \today in tabbing doesn't work properly with french accents

fails today (2 décembre 2002) with \usepackage[frenchb]{babel}.
Fix:
\usepackage[latin1]{inputenc}
\usepackage[frenchb]{babel}
and also modify /usr/share/texmf/tex/generic/babel/frenchb.ldf
definition for today to add accents directly as éû instead
of \'e, \^u.
Apparently this issue is only happening in tabbing, a straight
\today in text doesn't fail.
