isn't legal english strange.  speaking as a rather long-established
user of the language, i would regard the impact of the two phrases as
identical.

search me.  personally, i don't understand why you guys dare to
distribute latex itself: when i gave up (on the grounds that no-one
would listen to any latex advocate) debian-legal seemed to believe
that all our efforts were tied to the axis of evil.
