Picinpar.sty has been removed from Debian's teTeX packages because
it has no licensing information that authorizes us to distribute
it and its author has not responded to e-mail informing him of
this fact and asking him to update the license.
The package will also probably be dropped from teTeX upstream, as
Thomas Esser is committed to producing a DFSG-free TeX
distribution.
If the license changes, picinpar will be restored in a future
release of teTeX.
The Debian changelog for the tetex-base, tetex-doc, and
tetex-extra packages (which are all built from the same source
package), /usr/share/doc/tetex-extra/changelog.Debian.gz, includes
a list of all the packages that were dropped.
If it's any consolation, picinpar has been deprecated, with picins
suggested as a replacement. You can also install picinpar
yourself by downloading it from CTAN and placing the files in a
texmf tree in your home directory or in a local system directory
(current standard is /usr/local/share/texmf). You can find the
files on any CTAN node in the directory
/tex-archive/macros/latex209/contrib/picinpar/
I'm sorry for the inconvenience -- several packages I rely on also
had to be removed, and I'm still hoping that at least some of the
authors can be tracked down and convinced to change their
licenses.
