PDFTeX support



Is there some historical or technical reason that files necessary
for creating PDF files with pdftex/pdflatex are in tetex-extra but
not tetex-base?

If not, can we just move them from tetex-extra to tetex-base?  

I have an extra system, so I can poke around and see if I can
figure out which files are necessary if no one has already done
so.

It seems like fixing this one would eliminate a whole passle of
bugs.
