Bug#143261: tetex-bin: xdvi draws lines across middle of page

When I run xdvi on any dvi file, there's a box drawn at the upper
left, about 1/3 the width and 1/3 the height of the page.  Also, the
window size is just barely large enough that the edges of the text are
flush with the edges of the window, so no right or bottom margins are
shown.  Setting the paper size on the command line doesn't change
this.  (If this description isn't clear enough, I can send you a
screenshot.)
