Bug#142685: /usr/bin/texmklsr generate files in /usr/local/lib

/usr/bin/texmklsr generate ls-R files under /usr/local/lib/texmf
as specified in /etc/texmf/texmf.cnf. BUT it is against debian
policy 10.1.2. Any package should not use under /usr/local to
put a file for its purpose. Since texmklsr is called by
/etc/cron.daily/tetex-bin, this file is updated daily.
