Bug#139298: tetex-base: pdfelatex doesn't work without tetex-extra

Hi,
The pdfelatex binary doesn't appear to be usable without tetex-extra
installed. Perhaps pdfelatex should be moved to the tetex-extra
package.
Here I try to use pdfelatex:
$ pdfelatex midterm.tex
This is pdfeTeX, Version 3.14159-1.00a-pretest-20011114-ojmw-2.1 (Web2C 7.3.7)
I can't find the format file `pdfelatex.efmt'!
$ dpkg -S pdfelatex
tetex-bin: /usr/bin/pdfelatex
tetex-bin: /usr/share/man/man1/pdfelatex.1.gz
It doesn't work until I install tetex-extra:
$ su
# apt-get install tetex-extra
. . . snip snip . . .
# exit
$ pdfelatex midterm.tex
This is pdfeTeX, Version 3.14159-1.00a-pretest-20011114-ojmw-2.1 (Web2C 7.3.7)
entering extended mode
. . . snip snip . . .
Output written on midterm.pdf (1 page, 22602 bytes).
Transcript written on midterm.log.
