added update-fmtutil to generate fmtutil.cnf
according modifications to postinst and prerm scripts.
removed fmtutil.cnf from conffiles.
fixed cron.daily so that it will update all necessary directories. (closes: #90691)
fixed xdvi-sh so that it can decompress *.Z files. (closes: #138791)
