On a recently installed "testing" system, dvips fails dismally to create
PS files because it cannot create pk fonts. The problem is that the
directories

  /var/spool/texmf/pk
  /var/spool/texmf/source
  /var/spool/texmf/tfm

which should belong to root:root and have permissions 777, do not exist.
Manually creating them solved the problem. Actually, only the pk directory
was needed to solve this problem, but I believe that the absence of the
other directories would have caused other problems.

It is possible that this bug was created because of concern over the
security implications of letting anyone do anything in these directories. 
They existed on my potato system, and recreating them solved the problem. 
I have no idea how else to solve the problem. 

I apologize if this bug is known. I seems so obvious that it ought to be.
But I looked in the bugs database and did not find it.
