Bug#133934: tetex-bin: doesn't work as a non-root user

The original problem was, that postinst did not anymore call 'texconfig
vardir' which would have created the directories and set the permissions
for all users to be able to write into. So now we have these directories
again with the right permissions. So everything works fine (hopefully).
