Bug#69600: tetex-bin includes a script that modifies its own conffile!

You are right with your conclusion if many packages have to change one
config file. But no other package maintainer ever told us that he want
to change tetex's config files. So this would be a bug of these other
packages changing our config files.

In the current status only tetex-base/bin are responsible for the
conffile. They don't change it in maintainer scripts. So this is the
correct bahavior. The severity should be wishlist and the wish is to
have a script that handles all this.
