Bug#132232: tetex-base: texexec.ini wrongly named texexec => ConTeXt unusable

Justification: renders package unusable

With the current teTeX updated the contained ConTeXt package produces this
error:
$ texexec 
 warning : texexec.ini not found

texexec is an integral part of ConTeXt and the rename problem makes it
basical unusable.

Fix: Rename texexec (in $TEXMF/context/config/) back to texexec.ini
