Bug#131336: tetex-bin: logic of not1lib option values is wrong

Setting the X resource "XDVI.not1lib: true" ought to mean "do not use the T1
library." What it actually means is "use the t1 library." This is the
opposite of what is expected, given the name of the option and the English
meaning of "true."
