Bug#129165: tetex-base: The tetex-base-package does not install due to a conflict concerning the configuration file xdvi.cfg.
Can you please tell us which version of tetex-bin is installed on
your system. xdvi.cfg has always bin in tetex-base.
You can also try to purge the packages and reinstall them.
