Bug#126617: Build failures

This bug may start preventing packages from getting into testing.
nco has a pending patch to allow it to build on ia64, but the
build fails when pdftex segfaults. laptop-net also fails to
build. Neither of those will be held up because of ia64, but
others may be.

A patch has been supplied; is there anything else I can do to
encourage resolution of this problem?
