This seems the bug of babel and not of hyperref.

If you changed the above

\documentclass[11pt,oneside]{scrbook}

and commented out

%\usepackage{babel}

then, perhaps it worked fine.  But, of course, the output
will be not what you want.

I don't know anything about babel but FYI.
