I used 'dpkg -s' on tetex-base, and it was 1.0.2+20000804-9, and
/etc/X11/app-defaults/XDvi was the first file listed in it.

I removed all four tetex packages and purged the conf files, and then
installed again.  No problems now.  All is good.
