I believe this was fixed already in the latest tetex-bin
but your Version: 1.0.7+20001218-4 might be a bit old
so please try
update-alternatives --display xdvi.bin
and if it says xdvi.bin was in manual mode, then try
update-alternatives --auto xdvi.bin
