Priority of tetex-bin

Policy discusses priorities, and in particular that standard should
include "a reasonable subset of TeX and LaTeX (if this is possible
without X)". I'm going to remove the parenthesised comment, as it's
not really worth writing this in policy for just one package.
However, the point is a real one: I just looked at the dependency list
for tetex-bin, and discovered that several of the dependencies are of
priority optional, including the X library stuff.

(Also, libkpathsea3 is listed twice, but that's no big deal.)

So how easy would it be to split tetex-bin into tetex-bin and
tetex-bin-extra, with all the stuff depending on optional packages in
tetex-bin-extra? And would it make sense to do this? Or maybe
tetex-bin-x11 would be a better name? Or do some of the library
packages need their priorities raising to standard instead?
