Yes, except when the document is wrong.
I've tried it on a redhat box and the reason that graphicx doesn't
abort is that it reports
Package graphics Warning: pdftex option does not work with standard TeX.
Newer version of pdftex.def don't check things the same way and latex
ends up aborting when it loads supp-pdf.tex.
There's no reason to use the [pdftex] option when using dvipdfm, and
I'm certain that it will cause things down the line not to work. Use
the [dvipdfm] option to graphicx (and any other packages you'd
formerly use the pdftex option, like hyperref).
