The file /etc/texmf/language.dat contains the following line for
French:
%french frhyph.tex frhyphex.tex
The file frhyphex.tex, however, does not seem to exist so that if
French is activated, the formats won't build and teTeX becomes
unusable upon installation of the package.

The language.dat comming with this version fo tetex-base has the
following lines:
% French, TWO lines!
french frhyph.tex
=patois
which is the correct entry. You might have an old config file here.
