It is a policy decision, and is done in mind of read-only source media _or_ shared source media, like NFS. Currently, I have to figure out what directory I am in, append the name of the LaTeX input to that, change to the output directory, curse, and them run LaTeX. Then copy the DVI file elsewhere.
So we can close this BTS safely right now.
