Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

Having a Depends that are not correct forces people keep the package on
there system (or use dpkg --force) for no good reason at all.

I encourage you to follow policy's recomendations, and use a Suggests:

	This is used to declare that one package may be more useful with one
	or more others. Using this field tells the packaging system and the
	user that the listed packages are related to this one and can
	perhaps enhance its usefulness, but that installing this one without
	them is perfectly reasonable.

dselect will show the user things packages suggest, no?

If this is not enough, you could display a message during upgrade.
