Bug#122635: tetex-extra: Package "rotating.sty" is broken

The documentation doesn't appear to actually say so, but
rotating.sty uses PostScript \specials, so you need to use dvips
to create a PostScript file in order to see its effects. Your
message didn't make it clear whether you were seeing problems with
the DVI file or with a PostScript file created from the DVI file.
