Bug#111563: tetex-bin: texi2pdf bookmarks and hyperlinks point to the 1st page

The texi2pdf and texi2dvi --pdf commands stopped working a month or two
ago when I upgraded my system. Here is a sample Texinfo input file:

When I compile this file, say, a.texinfo, by invoking texi2pdf a.texinfo,
the diagnostic output contains the following warning messages:
! pdfTeX warning (dest): name{Top@} has been referenced but does not exist, replaced by a fixed one
! pdfTeX warning (dest): name{Next@} has been referenced but does not exist, replaced by a fixed one
In the resulting PDF file a.pdf, clicking the link for "Next" does not
jump to the second page. It seems that all hyperlinks in the documents
generated by texi2pdf or texi2dvi --pdf are changed to point to the first
page. This makes texi2pdf unusable for creating browsable documents.
