Did you make an upgrade or a fresh install?
You should have a file /etc/texmf/texmf.cnf file:
-rw-r--r-- 1 root root 19620 Jun 20 23:40 /etc/texmf/texmf.cnf
or similar. Please try 'ls -l /etc/texmf/texmf*'.
