I encountered the same messages yesterday, but the difference
was that I could install in the second time.

But I found some situation which might help to find out
the reason of the error.

When the above messages were displayed, I checked /usr/share/texmf
and found that there were no web2c there 
(there were /var/lib/texmf/web2c).

I guess that when tetex-bin was updating, there will be some
instance when there is no /usr/share/texmf/web2c, right?

And at that time if mktexlsr or something is going to run then

> /usr/bin/texconfig: No $TEXMFMAIN in texmf.cnf file.
> /usr/bin/texconfig: set TEXMFCNF variable to the directory where teTeX's texmf.cnf file is in.

might be happen.

Can this be of any help to find out the reason of the error?
