So what exactly is the problem?  

It can't be that the name of the documentation file doesn't match
the style file, because that's true for some huge number of
packages.  (Hence our recommendation of texdoctk.)

The documentation doesn't tell you how to load the package, of
course, so that's a possible problem.

There's also a possible licensing problem, as there's no copyright
or license information beyond
