The cause:

The .log files mention complain about a missing nehyph2.tex, which was in tetex-nonfree previously. /usr/share/texmf/tex/generic/config/language.dat is still configured for using that file.

Perhaps tetex-nonfree should not have allowed removal of itself before checking that that would not brake things, such as updating the rest of tetex?

Changing "dutch" to using "nehyph.tex" through "/usr/bin/texconfig hyphen latex"fixes the problem.

This bug is caused by a conffile that is not merged. When the user refuses
to get a new conffile he's responsible for updating the old one.
