I just tried the above again with
hi tetex-base 1.0.2+20000804 basic teTeX library files
hi tetex-bin 1.0.7+20000807 teTeX binary files
hi tetex-extra 1.0.2+20000804 extra teTeX library files
hi gs-aladdin 6.01-7 Postscript interpreter with X11 and svgalib
and the above mentioned problem went away (with the unchanged {0 0 12}
in hdvips.def). So I change the severity of my bug report to fixed.
