So package them ;-)
Seriously, I think you said that you are not (yet) a developer. Would
you like to become one? You could start by trying to package these,
ask for a sponsor to help you through the process (have a look on
http://www.debian.org/devel/ for a link), and apply to become a
developer (there's another link from the page about that).

Yes, they come from an old version of mktexmf which though lams* were
Cyrillic (?) characters. That's now fixed, so you can safely delete
these files.
