Yes, your patch is better than mine, but is still not sufficient to close
#64177. The question is: as compressed DVI files can be displayed with
texdoc, do we need xdvi displaying them too?
If yes we must have a patch to close #64177, if no our patches are
meanless and must be removed.
I would say "no".
