It was already done. changelog.Debian said
tetex-bin (1.0.7+20000807-7) unstable; urgency=low
* libkpathsea now provides tetex-lib (closes: #79540)
and
civic:~$ apt-cache show libkpathsea3
Package: libkpathsea3

Version: 1.0.7+20000807-7
Replaces: tetex-lib
Provides: tetex-lib
