Bug#73653: refuses to install

Severity: important

It is impossible to install tetex-bin on a system.. the preinst
boils down to:

> if no arguments or this is not a fresh install
>    do something
>    exit 1
> fi
> 
> exit 1
 
I had to manually hack the .deb in order to get it to install :(
