I've recoded the mktex* scripts in Perl (although they may be a little
out of date by now); they're in the libkpathsea-perl package.  I
haven't had time to work on the suid version which would be needed,
but if anyone would like to take them over, please feel free!  I can
give some pointers on what would need doing.
