Bug#69609: tetex-bin: configuration process breaks permissions on ls-R files

After rebuilding the formats, the tetex-bin configuration script
``helpfully'' messes with the permissions of /var/lib/texmf/ls-R
and /var/spool/texmf/ls-R:
Fixing permissions of ls-R files ...
mode of /var/lib/texmf/ls-R changed to 0644 (rw-r--r--)
mode of /var/spool/texmf/ls-R changed to 0644 (rw-r--r--)
If you want to change the default settings,
use /usr/bin/texconfig to configure teTeX.
I have these files set to 664 (rw-rw-r--) on purpose, and I find
it extremely annoying that the configuration script changes the
permissions without asking.
The script should either not change the permissions without asking
first or should only issue a warning.
Also, the last two lines of the message imply that there's an
option in texconfig to change the permissions for the ls-R files.
There isn't. Maybe there should be. (The closest thing is an
option to change the font directories so that they are either
world-writable or not world-writable.)
