normally you would have do depend as follows, because -base can not do
without -bin and viceversa:
tetex-base depends on tetex-bin
tetex-bin depends on tetex-base
You will find arguments for both, but when I designed the packages,
dpkg could not handle it (and I think it can not handle it yet), so I
had to change one of the depends to a suggest.
I agree that it is confusing for a newbe to only get tetex-base if he
begins with this package.
