Bug#65837: installing local .mf files

The directory structure should be included in the tetex-base package.
At package removal time, these directories won't be removed if they
are non-empty, which is what we want.

Might be wise to add some docs about this....

Could certainly do it the other way around, yes.  I like that (and it
probably better follows policy).

Don't know.  Are they free?  Where do you find them?
