Ignore my previous message.

The issue is this.  The tetex-bin package includes all of the binaries
for things like pdflatex, mpost etc., but the required files (format
files, ini files etc.) are in the -extra package.  This makes several
of the binaries in -bin useless without -extra.

I don't think it's release critical (at worst, we should add some
documentation or recommend -extra), but for woody, we should at least
split -bin into tetex-bin and tetex-bin-extra to reflect the split in
the arch-indep packages.
