Well I think this is a specification of TeX system and not
a bug.  Please read the following.

Please compare with \textbf and \bfseries.  The relation is;

\textbf <--> overlay environment
\bfseries <--> \overlay command (need grouping!)

More good example is "center" environment and \centering 
command (or flushright, flushleft and so on).

In LaTeX it is popular that there are both an environment
and a command with the same or similar functionality.

Well, as I said earlier, "whatever is in its scope (\TeX\ group)"
is almost equivalent to "grouping is needed" IMHO.
