Bug#51586: no reason is presented

Hi tetex-maintainer,

The bur report presented no reason why dvips should use
'-R' option as default.  On the contrary \special is
very common recently so it might be much better that
'-R' is not used by default IMHO.

At least if the user never encountered the real problem
then this would be not a bug at all.
