I just checked, and, yes, the new (beta, anyway) release of
teTeX-texmf includes the newest changebar.sty.
Maybe Debian should be packaging the beta releases of teTeX?
(Although I can see major headaches if something breaks, but maybe
packaging it as tetex-*-beta (or, maybe better, tetex-*-<date>)
would allow people to be as up-to-date as possible, provide a
larger test community for the teTeX folks, and still be fairly
safe, especially if one or two older versions of the packages were
available. It would probably mean lots more work for the
maintainer, though, depending on how much of the process could be
automated.
