As most of LaTeX2e seems to be licensed under the LPPL, and it looks
like a free software license, I'm inclined to think that the seminar
package is DFSG free nowadays. So, it would be nice if seminar were
moved to tetex-extra or another tetex package in the main Debian
archive.
