When I invoke `texconfig', choose "DVIPS", "GLOBAL", "A4SIZE", "CMD", ENTER,
"RETURN", "RETURN", "EXIT" (the purpose of this is to redirect dvips output to
a file instead to a printer), the resulting configuration `config.ps' is
written to /var/lib/texmf/dvips/config/config.ps.  But when dvips is invoked,
it uses /etc/texmf/dvips/config.ps instead, so a user wastes paper and toner
again after reconfiguring his dvips.

(BTW, I consider the default configuration sending the output to the printer
being a bug.  I know it's probably an upstream bug, but I'd vote for changing
this user-unfriendly behavior in Debian.)
