One should read the on-etc-sysint.html for it's ponting out the
remakable handlings of the different handlich of configurations.
While some programmers hve their very special configuring debian
e.g. tries to concentrate all of them in etc, somd other flavours
of Linux handle it very curious manner. Just thinking of YAST
the OS of Suse pretending the only way of configuring. Otherwise
one hat to learn YAST on top of all configuring.

In systemd the /etc/default is marked as extremly stupid. For
instance configuring grub, the greatly ugly bootloader looks like
to need programms to configure. The benefit of having all configuring
in one folder is broken by some programms. For instance the split
configuring exim doasn't bring too much sence.

Well, learning to handle one startup programm is not easy too and
destroys the variaty of the amount of different Linuci, but that 
isn't really the intention of systemd wating to parallelysize
the beginning, but brings a lot of peaple to think over the starting
prozessin theis well known conservative way.
