Bug#772661: wheezy->jessie: keyboard layout changed

The keyboard layout was somehow changed during the wheezy to jessie upgrade.

I fixed the issue by manually setting the layout in the XFCE keyboard config panel,
overriding system defaults.

During the upgrade, I had a fight with aptitude, apt-get and dpkg due to some
local (unrelated) packages. The upgrade was interrupted a couple of times due to
too many errors, and restarted manually.
Maybe these abnormal interruptions prevented some maint script to properly run.

If you think this situation is just stupid, just let me know and close the bug.
