Could you attach the /var/lib/dpkg/status file from this "real" machine?
I don't have the infrastructure for building "real" VMs currently …
(Is it built with the steps? I wonder as it includes a few KDE packages)


For bugs involving the ordering usually this option can be helpful:
	-o Debug::pkgPackageManager=1
May even add but that is usually just a lot of noise:
	-o Debug::pkgOrderList=1

Running latest APT on the problem and look at how it compares usually helps
quiet a bit too (the code was reworked quiet a bit in last years GSoC -
 hopefully to the better, but as usual we will only know that for sure
 with the jessie-upgrades).
