Well, I've found something else interesting. It appears that the problem only manifests when *both* computers are running wireless. When jg-tower is wired, there is no problem with jg-laptop ssh'ing to it. However with jg-tower wireless, jg-laptop can only ssh to it after it sees packets from jg-tower.

I thought this pointed to a bug in my router, and even found updated firmware, but the problem persists. In the mean time, I think I'll just have a cron job ping jg-laptop once every minute.

If anyone else has suggests about how to further diagnose this, I'd love to hear it!

It's not ARP per se. The last time I had an issue like this I hooked up a packet sniffer and saw basically nothing outbound from the host. (No broadcasts, etc.) Once something came *inbound* to the host, packets could get out again (for some period of time). ARP was just a symptom of the problem, not the problem itself. Sorry I don't have any better idea of what the root cause is or how to fix it (I had to stop using the amd64 kernel for other reasons, and the i386 kernel didn't have that problem for my particular wireless card--rt61pci.
