Hmm, a minimal test case that's impressive for its complexity. :)
Here is another further reduction that still triggers the bug for me:
k3d-dev kview kde-i18n-af zope2.7-mimetypesregistry
In both cases the failure is reproducible with apt-get, and is not
reproducible with aptitude (using apt-get to install the packages so none of
them are marked as auto-installed, but aptitude for the dist-upgrade). I
can't say whether this is because aptitude is better, or just luck of the
draw.
Comments on the upgrade solution arrived at for apt for this particular
upgrade:
k3d-dev and k3d are both upgraded, pulling in new versions of boost. If
only k3d is installed, apt removes k3d and zope2.7 is removed
successfully.
kview and kde-i18n-af are both removed, along with kdelibs-bin and
kdelibs4; if either kview or kde-i18n-af is not installed, kdelibs is still
removed but zope2.7 is removed successfully. libqt3c102-mt is left
untouched on the system, because nothing is pulled in that conflicts with
it.

Not specifically, sorry. It was a user who reported a similar bug against
php, where again apt-get removed a dependency before the package depending
on it under circumstances where this didn't appear to be necessary (and
certainly wasn't appropriate).
